What is a 'Bicycle' ?

bicycle means a vehicle with 1 or more wheels that is built to be propelled by human power through a belt, chain or gears (whether or not it has an auxiliary motor), and: (a) includes a pedicab, penny-farthing, scooter, tricycle and unicycle; but (b) does not include a wheelchair, wheeled recreational device, wheeled toy, or any vehicle with an auxiliary motor capable of generating a power output over 200 watts (whether or not the motor is operating).

Why an Electric Bicycle and where ?

Electric or motor assisted bicycles can be great for people who need a bit of extra help to get up hills or carry a heavy load of groceries home. They are particularly useful for people with arthritic knees or other physical constraints that can restrict cycling opportunities on an ordinary bike. Power assisted bikes with a power output of less than 200 watts are defined as bikes and covered by the same road rules as ordinary bikes.
